My neighbor has palsy in their hands, so they need help marking and signing their mail-in absentee ballot. Can I help them fill it out? Is there a special form we need to complete?
 
YES, another person CAN help you mark your mail-in ballot if you need assistance—but there are a few important rules to follow, and yes, there’s a form involved if you require official assistance.

  • Marking the ballot: If you're physically unable to complete the ballot yourself, you may have someone assist you. That person must not influence your vote in any way.

  • Required form: Virginia law requires that you fill out the Assistance Form included with your absentee ballot. This form identifies the assistant and confirms that help was provided appropriately.

  • Signing the envelope: You must still sign the ballot envelope yourself unless you’re physically unable to do so. If that’s the case, your assistant can sign on your behalf, but this must be clearly indicated on the form.

  • Delivering the ballot: Your son can hand-deliver your sealed and signed ballot to the registrar’s office or an official drop box. However, he cannot request or pick up your ballot for you.
